Mouse thought it would be best to approach Dot at Milliways, rather than in Mainframe, where she could be (and frequently was) called away every five nanos. Here, Mouse would get to make her pitch without risk of interruption. So she's been waiting here until Dot comes in.

Dot finally does, and Mouse is at the door almost as soon as she steps out of it. "Dot, darlin', I got a little somethin' ta share with ta." She steers the COMMAND.COM towards the booth where she has her portable workstation, with the VidWindows above it. "Sit down, give me yer ear an' I'll buy ya a drink." She's obviously in a very good mood.
